What options can a dealer program/flash?

Well I called my dealer and asked about the flash for the rear turn signals. They said that it wasn't possible. Now I know that I read on this very forum that it is and am going to try to find that post.
That being said I'm also going to find a dealer that knows how.
I felt I needed to update a nd will do so if I find that thread or a dealer that can.
