This is the first time ever that I have started a thread and I am sure I will catch some flack about asking another LED question, but here goes.
2015 Ultra Limited Low
About a week ago I added a Bright *** Light BAL-3ST to my bike along with a HD rear fender tip LED that runs as running light and brake light. that is added to the Custom Dynamic Fillers I had already had on the bike, along with CD Ringz on the front blinkers. All of the lights on the tour pak are stock as of right now.
Anyway, the issue is that everything worked just fine when I put it all on but now the running lights are not working at all. The brake and blinkers work just fine. The trim lights on the bottom of the tour pak are working but the big ones on there are not operating as running lights at all. No blown fuses or bad wires. The headlight and stock driving lights work fine. I am stumped. Is there a reset I have to do since I changed out from stock?

No reset that I know of.I would remove the Bal and unplug it while lights are on to see if there is a change.If not unplug the rear marker light.Hopefully,this will give You a direction.
If I am correct, the stock tail light and rear fender tip are NOT LED, Now that I have everything on that circuit LED, could the draw be too low and the computer does not see it?

Sounds similar to my ride. I'd start by letting the flashers run for a couple of minutes, but *I* wouldn't expect much to come of it. Maybe pulling the main fuse or disconnecting the battery for a bit for a 'reset', but again - I don't expect much from it. Hey, they're easy.
From there - disconnect the fender tip and see what happens. Then the BAL.
Something has to give. I know all those lights (and then some) play nice on the back end as I'm lit up like a Christmas tree. Hahaha
