I had one also as the factory tender harness wouldn't reach my mounting plate.
I have since bought a 12" extension from my plate to the factory harness and removed the one I added.
Yes, that's exactly what it is. Combined with a 12" extension (also from Amazon) and an inspection sticker plate is all this is. The factory Rushmore tender harness won't reach the right hand side for this location, but the extension worked perfectly.
