Just to add another data point. It definitely sounds like a bad antenna connection. There are several points of failure in the HD system. At the back of the head unit, the connections under the seat/base of tourpak and in the tourpak itself.
I'd suspect there is a bad connection in one or more of those spots.
I put a J&M hidden fairing CB antenna on my 2015 Limited years ago and the CB reception was immediately better simply due to the reduced connection points.
I've considered replacing the entire cable from the radio to antenna, but I'm having problems finding the male TNC. Anyone have a source? Maybe with it pre-installed on the coax?
Update: Turned out that the CB module was bad. Dealer had it replaced and the bike back to me within a few days. Considering they had to order the replacement... Was excellent service.

I agree...the band privileges are pretty much meaningless. For me it was simply the challenge, and the chance for the 1X2 lottery!

I just went to the local commercial radio place and they were absolutely happy to custom make me the coax cable complete with connectors, in 5 minutes, for less than $15.
