At most I've seen a photo request for a tire claim. Not sure why H-D would desire the extra expense of an inspector. Glad you got the tires covered!

It could be that, a multiple of other things or any combination of all the above. Maybe the dealer has a high rate of warranty claims or they have a history with reporting unfounded claims, who knows. HD isn't doing all that great financially. Worldwide retail sales were down 6.7 percent in 2017 compared to 2016. U.S. retail sales decreased 8.5 percent and international retail sales were down 3.9 percent. Not to mention the closing of plants. I can see where cutting back on paying for unfounded warranty claims could be one measure to help reduce costs.

Having said all that, I don't totally understand how the ESP underwriting works with HD and CNA. Is the inspection a CNA thing or an HD thing? Or is HD completely out of it once it is turned over to CNA? I'm not sure. Maybe it's a CNA cost-reducing measure.

What I do know, both of my tires were covered. To me, that was the right and correct thing to happen, since I was not trying to scam or get something for nothing.

You said you have 32K miles on your bike, you must have changed your tires at least once, was this one previous claim for tires? That might explain their actions...

Service advisor said he has heard stories from other dealers where inspectors, upon looking at other bikes, have found some to be "modified" in such a way that HD not only didn't approve the warranty work but also voided their remaining ESP coverage. Granted, my bike is not visibly "modified" other than a different header and Rinehart slip ons. Only engine mod is tune and cams. However, that should have no impact on tires and wheels. Now, to what extent HD noticed other bikes being modified in such a way that HD would void their warranty, I don't know. But I will be one upset HD owner if I experience the same. Other than the recalls, I have only submitted one warranty claim, which was for the original rear tire with a nail in the sidewall.
So your whole query is based on a hypothesis then that hasn't happened?

Edit; So you got new tires. That's a good thing.

Yes, I have changed my tires at least once. As stated above in my op, I have had one TWW claim on the rear and that happened about 30k miles ago. Does one previous TWW claim trigger an inspection for the next, possibly. Who knows?

Does anyone have a link to what is actually covered under the HD Extended Service Plan? All my info says is look at the contract which I don't think has every part listed??
So he dealer has to call...blah blah. What I am looking at is lower cylinder seals weeping. Is there a list or just what ever the warranty guys feel like approving?

You would have to see a copy of the contact, it should be clearly listed, some extended contacts list all the parts that are covered and others list just the parts they exclude, I haven't seen a HD contact myself, but if you go to the dealer and ask the F&I person to see a contact and have him/her go over it with you, do not take there word what is or isn't covered, also the pamphlets are pretty vague, again ask to see the contact.
