Default Unique problem with License Plate

So

I have a 2016 Electra Glide Police bike and I want to remove the tour pack base from the bike.
The problem is the license plate mounts to the tour pack above the rear tail light, so when I take the tour pack base off I will no longer have a license plate mount.
I have done some looking but cannot seem to find an answer to the problem that does not require me to drill holes in the fender.
I am hoping to avoid this so if anyone has done this with one of the Rushmore models, or can think of an answer I would appreciate the help.
The attached picture will give you some idea of what I am looking at.

Softbrake makes one that will attach to existing turn signal bar mounting bolts. You'll need a tail light lens with clear bottom to illuminate tag. JP Cycle makes laydown taillight lens with clear bottom might checkout.

I just did a lay down plate on my ‘16 FLHTK. One bit of intel you may need..... The new red lens with the downward clear window was a bit less in depth and the instructions warned NOT to use an incandescent bulb. So after 3-trips to the auto parts store, I found a 3157 LED that worked correctly by shining light backwards. I’ll bet there’s a better one, but here’s what I bought:

I just sold my take off part #6. It makes the plate stand straight up like a billboard.

Street Glide or Road Glide mount should work for you.

If you are going to install a backrest with the 4point docking hardware, this is
what I did to my '18 Ultra when I took off the Tour Pak:

I took a piece of metal, bent it and fastened it to the docking mounts........

I have my stock Road Glide plate mounts that bolts on to the signals This is the mount only, no signal bar, no hardware.

There should be threaded bolt hole on your signal bar. Given you have a taillight, you would need to cut the reflector mount area off. If you want it, PM me, you can have it for the cost of shipping. All I heave is the plate mont, no bolts, no signals, no plate frame. But here is a pic the day I brought it home.

You would also need to purchase a taillight with a bottom window to shine light on it or some sleet of light to make it visible at night.

You could always change it out to this.
