Default Progressive Fork spring to stiff

All I installed the stock height Progressive fork springs on the 2014 Road King. I have stock oil weight and cut the spacer to 2.62 which is what Progressive has on the sheet. Now the front end wants to follow every grove in the road and if I'm leaned over in a curve and hit a bump man watch out the entire front end shakes. I know weighing only 180 lbs and riding solo 98% of the time makes it so I don't have very much front end sag. These are also so stiff that the handle bars shake like a springer front. I have put over 1200 miles on them since the install and no change. I have included a pic I took comparing the stock spring to the progressive, much more spring than I expected.

I made the same change as you on my 15 Ultra Classic, got the same front end follow-the-ribs of the road problem until I changed tire to a Michelin Commander front tire and it handles like a dream now (and I changed rear to Progressive and changed rear tire at same time). Mine was very solid up front but a marshmallow in the back before I did the rear shock swap. Not a sport bike, but handles a lot better in the twisties.....

I have been running the Michelin Commander II's since the 1st tire changes, so glad I don't have the factory Dunlap's on. I am thinking that since the Road King doesn't have a fairing it puts less down force on the forks at speed. So either I need to cut the spacer or maybe take some oil out. I am using the Harley "E type" oil. What get me are the instructions for the oil counteract themselves unless I am reading it wrong.
