This is my 4th Harley. Rest were Twin Cams. I have a heal shifter. And I never had much trouble until now. They claimed when the first came out with the M8 easy to find neural and no trans clunk. This one does both.
Get a heel shifter if you don’t have one. Bump it with your heel from first gear to get into neutral.
You don’t have to use the heel shifter for actual shifting otherwise, if you don’t want to.
I’ve had an M-8 with hydraulic clutch, and a new one with cable clutch. This is how I find neutral.
+1 This works incredibly well and is the only reason I run a heel shifter...

OP: Minus the clutch and an anti-rattle gear, it's the same transmission you had on your TC. Plus they are always hard to get into neutral when new. Give it some miles...

Had TC and now a 19 limited since new. Neutral after 1K or so is very easy to find, and no trans clunk? Whomever sold you on that was wrong.
Same trans as mentioned as TC.
As said, just verify fluid levels.

My 2014 FXDL shifts smooth and easily slips into neutral, The Limited has always shifted rougher and is more tricky to get into neutral even after 45k miles. have just learned to live with it.
Had a "14 Street Glide I bought used. It had a history of Syn 3 in it. Was bad, so I changed to the new HD gear oil. Problem solved. Nary an issue finding neutral after that. My new to me '20 Road Glide same thing. I could NOT find neutral. It was really exasperating when I bought it last month. Also had Syn 3 per dealer service history. I dumped it and put in HD gear oil. Again, problem solved.
Is HD Heavy gear oil the best fluid made? who knows. But I know it works as well as the others like Spectro, Bel Ray etc etc etc. What I'm saying is break it in, run through the gears for a bit, dump your factory fill fluid which may or may not be at the right amount, and put in something else.
I put the new gear oil in the primary of my 14 Tri Glide and I liked it, I only filled it up to the teeth like the manual says. It shifted better, now my 21 Tri glide , it’s a bit tricky to find neutral but nottoo bad.
