I installed them on my 14 trike and without the stock horn, they were underwhelming by themselves. Im gonna reinstall the on my 21 trike this weekend to see if do better.
The relay is a must. You have to have direct dedicated power and the relay.

I installed the dual-horn on my 2017 Ultra. I love the sound ! Only problem I have, I can only hit the horn one or twice and then they stop. The fault code is that the horn circuit is drawing more than 5v. When the bike is shut off, the horn circuit will reset. I had to disconnect one horn. I'm looking for another horn set up.

You need a relay and you'll be set. See my message #12.
OP
Look at the pic I sent, the relay is right in front of the compressor wrapped in foam. Relays are simple, don't let the wiring confuse you. Basically a low draw coil that pulls in a set contacts capable of handling 30 amps, 40 , 50 amps depending on it's rating. Any auto store will carry these relays, just follow the wiring diagram sent in the previous messages. The low side of the relay hooks up to your existing horn wires and the high side pulls power directly from the battery, you will need an inline fuse to your power wire from the battery. There is no reason why this will not work for you and shame on any horn mfg for not supplying a relay.
What seat do you use that allows the compressor to be mounted in that location?
It's a super reduced reach HD touring seat, 54323-11 There is a big void under the passenger seat where the compressor fits nicely, I did not create the void, it comes that way. I'm sure the reach touring seat 52000334 has the void also. My seat also had a "nose job" done by Mean City Cycles and custom cover locally.
The one that I show is from a WOLO Horn. Motohorn sells a kit, but it's expensive. Anyone of the auto stores should carry the same relay. If not, Amazon.
I have the Dual Track on my '15. Plenty loud. But the mounting bracket broke. Not covered by warranty. I got a piece of flat strap and used it. Works great. I just need to figure out how to hide the wiring.
