On my bike the 20 amp P&A fuse isn’t part of the battery tender circuit, it’s a 7.5 amp fuse labeled “battery tender,” which I assume is the 5 amp fuse labeled “battery” on the previous generation bikes.
ETA: well, after looking closer at the wiring diagram in the link posted above, it looks like the tender harness does go through the P&A fuse on the previous generation touring bikes and not a separate fuse like the ‘24 and up models.
it doesn’t look like the relay would have any affect though because it looks to me like the voltage has a direct path from the battery to the harness without going through the relay.
In the wiring diagram the tender goes via the P&A fuse and main fuse, not directly to the battery. As it's part of the loom it may even loop to the P&A relay first.

I never said it did I said the wire might go to the relay before going to the P&A fuse. There is a join somewhere and instead of half way along the route there might be two wires on connector 17 in the fuse box.
