bot sure where you got legal from? It has the same disclaimer as Every other aftermarket exhaust I’ve found. I was looking for legal ones for ages and finally did the SE pipes. They are as quite as you are thinking they are. I did the stage 2, tuned and had the SE pipes added and it’s perfect for me. Not crazy loud but plenty enough to sound like a Harley and let people know your their specially when hitting the throttle. I’m not thrilled with the weld Harley left on them but the heat shield covers it if you use them.
I'm very happy with the Vance and Hines slip on mufflers on my Fatty. The bike came with HD Screaming Eagles but they were much too quiet for me so they are safely stored away in case I have a warranty issue and have to pop them back on. Since the cats are contained in the mufflers on the Fat Boy, my stock head pipes are cat-less and work great.
