Powder coating needs 200°c so plastic would melt, plastic you paint with regular paint but it is important to use a special "plastic" primer then you can use a normal paint to paint that parts.
I also powder coat small parts myself, I bought such a kit more then 15years ago with Harbor Freight and it still works well, the kit still seems the same and is even cheaper then in the past.
The only dissadvantage I had was that it is only 110V and we have 220V so I needed a adapter to let it work.

The chrome must be sanded down, I would go to the bare plastic, primer the stuff with the plastic primer and then paint in the color you want. In the past I also
had good results with degreasing the chrome, light sanding it with a 400 sanding paper and then applied Plastidip. But my favorit is the regular paint process.
