So a quick (very quick really...) google search found 8 point star (torx style) bits are called headlock or spiderdrive screws/bolts. Not a lot of info on tamper proof versions, but since I dont have a dog in this race I figured I leave the rest to the OP to search around for,,,.
Though to me, that photo looks like a standard 6 point tamper proof torx screw.

I presume that those spiderdrive bits exist in different sizes as the one on the picture have sd3l inscription on it, so what size do you need ? I think making the hole would be no problem on my lathe
but it will be hardened so that it must first soften and then after drilling it must be hardened again.

I don't know the size, maybe Sliceoflife, the one that started the post, can tell us something. The fact is that I found a site in Spain that has them, but they sell to companies ...

I also think the job can be done with a square bit with a center hole in it, if you now the size.
