So, to answer the OP's question, yes, I'm noticing the same thing as you're experiencing, but I've gotten better with more saddle time.
Well, the clutch you should be able to adjust, did that on the Sport Glide as part of my own 1K service. I'll probably do the same to my FB this weekend, just to eliminate it as an issue. OF course, there's always the chance that I'm getting old and too used to how my old bikes operate

After about 900 miles my bike woke up, or I started to become more familiar with it. These H-D clutches aren’t quite as buttery as my sport bikes, but I love my LRS now!!

My 114 Fatbob's throttle is a bit choppy from 0% to say 15%...like a carb having a flat spot going from idle jet to main jet. Has taken some getting used to going back and forth from my Dyna to the Bob.

Yeah, that's a good way to describe it. Hopefully I can smooth it out with a different throttle map...

I've got the Heritage 114 and my wife has a 19 Street Bob 107. I noticed on my 114 while revving up through the rpm band that the torque curve wasn't smooth. I went with a Powervision (yeah, I know, warranty) and both the torque curve and throttle response improved. My wife's 107's torque curve while revving up is smoother than my 114 was and I haven't added a tuner to her bike yet. Is it perfect? No. Will I add the tuner later? Yes. But it was a little smoother than my 114 was.

this also kind of contradicts your first post...

originally you complained the low end had a dead spot and the higher revs were fine...

now you’re saying it seems to have more low end torque but less top end.

moving target, but addressing your Out of Breath problem...

There’s been a lot of comparisons between the 107 and 114 over the last two years and they all talk about the stock 107 maybe being quicker off the line, but nobody has ever said they felt the 114 had less on top. Certainly wasn’t my experience. Something sounds off.

Not sure where you are with miles and ride style, but these start very tight and take a good 1,000 to open up fully. Also your ECM “learns” based on your riding so it takes a bit of pushing the revs to wake up the top end fully. Start rolling it up to 4800 - 5000 before shifts on a nice ride. The ECM will start shifting engine delivery to accommodate. After that you should notice less “shortness of breath”.

regarding you’re power cam plans, I have yet to hear anyone love it. The torque cam on the other hand is a winner. Once it’s broken in it’ll pull like a bat out of hell from 1,800 to 4,800rpm. A little more up top wouldn’t hurt, but that’s an aftermarket cam or a stage 3...

the power cam doesn’t really start until 3,600rpm and you’ll lose low end.

best of luck

For those that say the SE tuner can adjust the throttle response, can you make it super touchy? I ask because my sports bikes are like this and I prefer a snappy throttle. Not that I think the current throttle is bad, but the initial 10-15% throttle doesn't do much, so I've been learning to account for that by getting well into 25% throttle before using much of the clutch. Not sure if I'm describing it correctly, but between the throttle and clutch, I can get the same torque/power feel between this bike and my naked/sports bikes but it's different due to the fact that the throttle takes more twisting.

The fastest you can make it is 1:1 twist grip to throttle plate. This feels like a cable throttle and is too quick for me. It gets hard to ride smoothly in lower gears on a bumpy road.

Just so we are on the same page, my original issue I posted about is the initial throttle response. It's nothing crazy, I've had MUCH twichier bikes, just against the backdrop of a 107, it feels a little jerky/notchy/dead right off line. Nothing that can't be modulated out with the clutch.

My comment about running out of breath is just a general description of the engine. It feels like it likes everything about 1K RPM lower. My impression anyway.

I grew up on sport bikes, and did a lot of road racing in 750cc and 600cc classes, back in the day. I'm very used to high RPMs, and still have a sportbike in addition to my Fat Bob. I enjoy the torque of an HD, but like to rev it as well, which is why I'm thinking about the power cam. I did read some positive reviews, but the torque cam definitely gets a lot more love...

My plan is to do the stage 2 now, and when it's close to saying goodbye to the warranty, spend more on full exhaust, real tuner, and an aftermarket cam. That way I get to feel an upgrade twice.

Can you provide some documentation and/or links? I'd like to learn exactly how the ECM "learns" based on my riding and starts "shifting engine delivery to accommodate". It almost sounds like if you don't shift in the 4,800 - 5,000 range, your bike turns into a moped.
