Is there a similar online source for the ACTUAL service bulletins?
Only if you're a dealer or only if you're an Independent Operator in the European Union. H-D does not want owners of their motorcycles in the US to know if there have been recent changes to service procedures, diagnostics and repairs or best practices after you buy their motorcycles. Sure, they will gladly sell you a service manual, but you're on your own afterwards.
Here is an example of some of the documents you could have access to if you own a 2019 Softail Heritage Classic 114 and you're an Independent Operator in the European Union:
