I went to dealer yesterday and asked about slipon exhaust. I have a 19 Heritage Classic 114. I was told that after purchasing slipons, I would need a tuner, and then “4” hours on the Dyno. Told cost would be around 1200$. Is this right?
That would be incorrect AFAIK, mine runs just fine after installing Cobra NHs. That said, any bike could most likely benefit from a good tune and a run on a dyno, even stock.
The standard line from Harley is that slip-ons require ECM recalibration using the Screamin' Eagle Pro Street Tuner. That doesn't require ANY dyno time, but it does require buying a $300 tuner and then downloading the appropriate tune.

I put Vance & Hines Eliminator 300s on my 2018 FLHCS (Heritage) without the quiet baffles. Too much decel "popping" so I added V&H quiet baffles. Bike ran okay, but it sure runs a lot better with a V&H FP3 tuner programmed for the new exhaust. My opinion: custom tuning is over rated. V&H does a great job with their programmed tunes. Could I get more out of the bike with a custom dyno tune? Possibly, but why would I bother if I'm very satisfied with the tune that's in it. If I want, I can run auto tune or even get with V&H to customize the tune further for free. By the way, their tech service folks are great. Well worth the $400 IMHO.

If your bike is still under warranty, you will void the powertrain warranty if you install any tuner other than the H-D Screamin' Eagle Pro Street Tuner. If it's not under warranty, never mind.

Definitely. Buy the tuner, and the cables (sold separately); download the SEPST software, and you can download the tune, and you can also run autotune sessions to dial it in better to your specific bike.
