No idea what that is but just snapped a pic of my 2020 Fat Bob tank and NO WIRE in mine just a full tank of gas. I'm also in California and do have to pull back the the rubber neck on the pump handle to fill. Same with my KTMs as the neck of the filler handle will not go into the tank deep enough to move back the rubber neck. Can you reach in there with long nose pliers to see if it seems ridged??
OK, the picture helped there. Mine has a couple rivets or posts that must be securing the wire. It's solid in there. At first I thought it just folds away from the nozzle but it was not moving. Odd why some have it and some don't.
Maybe an "Anti Diesel Fuel" nozzle device so the small diesel nozzle doesn't go in?? Any syphon hose could get around that I would think.
Maybe previous owner dropped his keys in there once and wanted a fix. lol
Well it looks like I finally have a use for my "McCuff". Bought this years ago at motorcycle show. Never used it, just didn't want to carry around an extra piece just for pumping gas. But might make this easier now. Will give it a try.

Mine is a 2018 Low Rider, bought new in WA state and it has the "S" wire. It is down in there and you have to go looking for it. You might not see it if you take a casual look.
