I wanted to go with the screaming eagle stage 1 then 2 upgrade except exhaust BUT I live in California and I guess I can’t get the code for the tunner so what do you guys suggest I go with was probably going with a bassani 2 into 1 black rode rage 3 or the really nice black Vance and Hines pro pipe with the chrome end caps.. I wanted to go with screaming eagle so I don’t void the warranty. But I guess I’m screwed on that unless there’s a loop hole ??? One more question does anyone know where I can get exhaust from in the greater los angles area ??? Thanks for all your help .. this is my first bike and I’m extremely new and excited

As for fuel management, I had to look to ebay for a Vance and Hines FP3. That said, I bought my '18 used and it already had a high-flow air intake and V&H short shots. It ran just fine without any tune installed. Some say you don't absolutely *need* a tune for a stage 1 but it does help.
I have the S&S Grand National slip-ons, they sound great and are 50-state legal. I also have the Pro Street tuner which I'm pretty sure is also legal in California. It's a good setup. Louder than stock and SE slip-ons.
I'm not sure what the above poster means, but this is a "true' stage 1 upgrade.
Some history , at one time HD sold their Super Tuner and the EPA penalized HD financially because it allowed the user to tune his Harley outside the air fuel ratio bounds of the EPA regulations . Per the new agreement with the Federal government / EPA Harley stopped selling the Super Tuner and went to a new Scremin Eagle Pro Street tuner which will give a tune within EPA parameters for emissions . So you install the high flow air filter , install open slip on mufflers and then you need a tuner that will allow the proper amounts of fuel/air ratio mixtures for your motorcycle. HD's tuner will not allow this therefore you bike is still running in a lean condition, so not a true Stage 1 upgrade . If you go with one of the aftermarket tuners like a FP3 you can tune outside the bounds of the EPA regulations and produce more power and pollution , a true Stage 1 upgrade . In CA this may present a problem . The Fuelpak package clearly states not legal for street use only for closed circuit race applications . The HD Pro Street tuner EPA legal in all states . Does anyone believe HD's tuner is giving you a State 1 upgrade ?

I was going to go in to a shop I found that has these exhaust and get one and the air cleaner and tunner an found out I can’t even get aftermarket tunner cuz of the dam code.. can’t they use another states code I ask myself and them… they said even if I go to Vegas they won’t mess with my bike cuz it’s from California is this true is there no work around??? This sucks
I have found a couple shops that sell aftermarket products and will even install them for me.. one of those shops said they wouldn’t be able to tune so I think I’m screwed I don’t know.. everyone rides out here with aftermarket stuff illegal exhaust all that so I don’t think that it’s a big deal just not people with 2021 bikes I guess.. most of your questions I don’t know but like I said everyone rides with illegal stuff I mean everyone… so I just read your post again an you said to flash a new map an that’s it.. I wonder why all the people are saying I can’t tune the bike.. you would think all u needed was a different state’s code.. like I said I am very new so I don’t know what I’m talking about just what these shops have told me I really appreciate all the help thanks
Right now the only company that says they can tune a 21 Harley is Technoresearch.
due to the new ECM everything is locked up tight.
FuelMoto is hoping to have a power vision tune by late summer, early fall but we will see.
