Did that very task yesterday, I use a fairly decent and accurate digital suitcase scale and screw driver in the axle as above.
I did get another digital scale with a supposed high hold setting, but this was not as successful or consistent (it rarely set the high hold reading & then need to be reset & put back into hold each time) so as the suitcase scale seemed more accurate it was just as easy to watch the read out and note the highest reading!
So don't overthink it or buy some expensive scales for the task it's a fairly basic operation!
What I have noticed & checked is the table figures have changed considerably from the 2018 & 2019 manuals I have!
Looking at the Part # I assume that is a 2022 manual screen shot!
I'll just add my readings were still within the new range but not by much!

Those ranges are so wide it's a joke. I use a luggage scale but the goal is still smooth operation with no play. If your bike has a gentle weave, you are too tight. If it has any shimmy, wobble or clunking over bumps or sharp braking, you are too loose.

As a follow up, I had time to do this check yesterday and the fork head bolt is over torqued from the factory, 9.4lb with a range of 4-8. I always felt like the steering was tight on her bike.
