Interesting. You do not often see anything like this for 2018+ Heritage. The HD and aftermarket stuff usually fall into the "unicorn" category.
Personally I went in a different direction. To keep stuff organized, I went with a soft "laptop" bag on the left side. The whole thing is padded. There are various slips and pockets around the inside. But at the same time inside is wide open with no big divider in the way. That is all for stuff like spare dew rags, eyeglasses, USB cable, spare gloves, owner manual etc.
The other side is mostly wide open. I have a few old towels in the bottom, spare T-shirt in a ziplock bag, basic tools etc. Anything that makes noise goes in old Crown Royal bags or other small padded bags. You can find anything on eBay! There is usually enough open space to squeeze in a jacket or sweatshirt. I had the same basic idea when I had the Firebird with T-tops. The car had an alarm, but I removed the head unit faceplate and all my small stuff from the center console and used a padded bag to carry everything.
Food for thought. I've never been a fan of bag liners. Guys like them but I just see them as always being in the way.
