planning on putting crash bar speakers on my heritage, and using an ipod or I phone, the speakers I want to use say 4 ohm can anyone recommend a good budget amp & maybe a cord to keep phone or ipod charged

yes - almost any (if not all!) commonly used amps here on the forum for on the bike (Class D only!) will support 4 ohm (as well as 2 ohm). 2.350 will be fine.
going higher with load (so 4 ohm is higher than 2 ohm) is never an issue.... 8 ohm f.e. though will result in less max watts provided by the amp...
be careful not overpowering your speakers - you did not provide any details on the speakers you are intending to use... leaving the gain on the amp at a lower setting will help you accomplishing this

sorry about the triple post - 2 ohm will be better yes. keep in mind the Peak Watts is NOT what you need to look at - it is the RMS Watts...
In general, most installs for 2 speaker setup is RF PBR300x2.

above specs are a bit overrated IMO but do not have the proof- prob. looking more at 90 ish and 130/140
running 10AWG powerlines is plenty - no need for 4 AWG as stated...
just make sure you start low with the gain depending on your speakers.
hate to see you blow up your tightly enclosed speakers (not a fan of the setup but understand your issue - no fairing)

plan ahead - go with SS PN4.520 or (a bit better IMHO) the PA RZ4 (see my signature). just use front channels only for the time being...
