So...i downloaded my 0db 1000hz test tone quite awhile ago, burnt it on a cd. It's what I've been setting things off of for quite some time. Recently I got a bug up my *** to start playing around with things, so I downloaded a few more tones and started checking voltages. Voltages on the new tones were way higher than on my original. Both tones were at 0db, and the only difference was that the first one was recorded at 320kbps and the latter one was at 192kbps. I tried to Google the difference but was hoping that someone would be able to give a more definitive answer...
I would suggest checking the tones with something like MP3 Gain to see if the dB are the same
I just created 13 tones at -5 db using Audacity. When you compare the tones on Audacity you can see that all of them are at the same level, however when I analyzed the tones with MP3Gain I noticed a huge difference in some of them.
I proceed to analyzed another tones that I downloaded previously with both Audacity and MP3Gain. I found also big differences between some of these tones on MP3Gain, but when I analyzed them side by side on Audacity they are identical, so I don't really know which of these two programs is giving the actual level, but I believe that Audacity is more accurate than MP3Gain.
