The HT kits are mediocre at best. There are much better options out there.
As far as lowers go, speakers in that location fade very quickly at speed and that's with quality speakers and ~150watts of power. At about 45mph they fade to nothing buy background noise. With a combination of a weak amp and speakers as in the HT kit the only real sound you will get from the lowers is in the parking lot. In another thread Blue Tick used the HT lower kit and replace the HT speakers with Hertz EV 165'. There are not many options do to the limited space in the HT lower kit. You may want to reach out to him on how they perform going down the road before investing in lowers.
Fairing speakers are the main source sound on a bike and the best place to start. I would suggest adding the $340 the lower would cost into a quality amp and speakers for the fairing. This leaves you with a lot of options. On the Rushmore models a BT Line Leveler is a must have. The BT Speaker Brackets are a very good option and will allow the BT 7.1 speakers and most 6.5 speakers on the market. Otherwise you will limited to speakers that fit the stock speaker pods and in most cases reduced SQ.

What is your budget?
Are you comfortable installing these components or are you looking for a kit?
And what are your expectations of this upgrade?
and Lowers are not a real concern... fairing speaks and poss rear since most are the are usually sold as set
