Have a question for you guys. Looks like lots of good info on here for audio. I have a 2009 road glide with stock head, j&m 7.25 fairing speakers, and harley boom audio in tour pack pods. Will I improve my sound by adding a amp or do I need to start from scratch?
What are you trying to accomplish? Better sound from the fairing? Lids? Lowers? TP pods? Tell us a bit more about your bike, your goals, your budget and people will be able to lend a better hand.

I'm not looking for a killer system, just a little better sound. I have no plans of adding more speakers so just fairing and tp pods. I figured if I didn't like the sound after adding amp I can then up grade the speakers.

unfortunately, an amp will only make crappy speakers louder, not better. i started with jm speakers too before i found this forum. save your self alot of time and energy...the guys here will chime in with great suggestions on speaker/amp combinations. these guys know what works together well and what doesnt. what is your budget and what exactly are you lookin for? clean clear sound at hiway speed? etc
Do you currently have an amp at all?
Are you ok with the current audio coming from the J&M's at low speeds or stopped? I'm going to assume that you don't care for the audio quality at any level from the boom speakers.
The answer to these questions along with CP's questions will give all the guy's here some range of why you are looking for.

I have no amp at all right now. The audio level from both Jm and the booms are not great but I'm not sure what to expect. As for budget I don't really have one, if I have to spend a grand to get a nice sounding system I can do that.

If you have J&M speaker, Go with J&M amp you will be very happy.
I have a 2009 Road Glide CVO and put all J&M but no amp, and sound was like a mono, Then i put the J&M amp and it was just great sound.
The J&M amp has a rubber for vibration and you will be happy.

Here is my suggestion,
Get ahold of Bagger Audio Lab on here or look him up. He can set you up with a killer system for under $1000. All you would need is a GOOD 4 channel amp and 2 quality sets of 6.5's with some adapters.
If you went with a great system you will be in about $1100-1300 and you will be smiling for miles.
That would get you an Arc 600.4 amp, DD AW6.5's BT30's and good rear 6.5's.
BAL sells and will walk you through a full set up.

Start from scratch bro! Your bike is basically stock. No amp is gonna help those speakers.
I agree with pdevore. Hit up alex@baggeraudiolab.com. I know exactly what he's gonna tell you but the great thing is he has the components for your bike in house.
