In staying with what I know, which is, before I try something, someone else has already attempted it lol, here goes.
I have a 2008 FLHTCU, I recently purchased a complete brand new set of speaker lids 6 x 9 for the hard bags.
What I would like to do is make a quick release (using deutches plugs) which can be use two ways. When I take the cargo pak off, I can plug in the 6 x 9s in the saddlebags. When the cargo pak goes back on, I can umplug them, and plug in the cargo pak passenger rear speakers, thus four when cargo pak is off, and 4 when it is on. (I don't want to only use front fairing speakers). As far as making the quick release cable, I have no worries with that as I have already made one inline for when the cargo pak comes off so I don't have to reach into the speakers.
I am running all stock head and speakers and am not looking to upgrade sound, it's actually quite good as it is, just want a simple way to maintain a four speaker system with or without cargo pak.
So my questions are:
1. What would you recommend as a good set of Waterproof 6 x 9 speakers?, it would appear 2 Ohms are quite difficult to find
2. 4 Ohm waterproof marine speakers 6 x 9s are readily available, can one mix Ohms using a stock system. (2 Ohm speakers in fairing, and 4 Ohms in rear?)
3. Has anyone attempted this?
4. I would understand that to have all six plugged in would likely require a new system all together?

Without adding an amp, you're not really going to hear anything from the 6x9's. The stock head unit puts out something like 22 watts on a perfect day to a 2ohm load, when you double the load to 4 ohms you're effectively cutting power in half. You're going to get maybe 11 watts to the 6x9's and that's not worth the money to be honest. They will have to be cranked to the moon to get any volume out of them and the distortion will be pretty rough.

An amp is neither expensive nor difficult to install in an ultra and will make an actual difference in what you're hearing versus just trying to drive better speakers off of an underpowered factory head unit.

1. Any recommendations on a good amp without breaking the bank?
2. Would an amp be able to handle both 2 Ohms and 4 Ohm speakers, or should I stay with 2 Ohm all the way around.
3. For me at this moment with the wife on back, I pretty much turn to the front speakers as she listen to her own style of tunes in earbuds. , when driving solo I put the fader in the middle and it's a good enough sound for me at the moment, this being said though, I like the amp option, however it's still an issue to find a decent pair of 2 ohm 6 x 9 speakers that are waterproof with possibly the exception of Harley. Any suggestions there. I am thinking really hard on what you have said vis-a-vis the amp, i would have no issue putting in one of those. I really do appreciate the help. I used to be quite handy when it came to putting in stereos etc, however that was in my teens and in a cage. Any suggestions I do welcome for sure.

You can get the cerwin Vega b54 or soundstream pn1000.4d for around 150-175 depending on where you look. Both will give you plenty of power, are 2 ohm stable, and there’s no issue at all with running a 2ohm load on the front side and 4ohm on the rear.

The SS PN4.1000D is the one you want.

Yup, PN4 is a nice amp for the money and has an impressive amount of power.

Thank you all for your advice and point in the right direction, of particular mention is slodsm who's patience is incredible as I bombarded him with questions.
I purchased the PN4 off of the Amazon. ca site as per recommendations.
Next up, waterproof 6x9s and there are a wealth to choose from so that's always a good thing.
