Yes..Obviously your phone is consuming power while also charging so I would imagine the rate of recharge will be slower though.And depending on the USB outlets amperage, it too would have an effect.
I think 3 amps is the highest they recommend.

 

I probably should have added when plugged into the USB with the Boom systems. Thanks and sorry for the confusion.
