No stay with the B54 but you'll need to stay with 2ohm speakers for this amp to perform.

Perfect, I will run 4 Kappas. 2 in the fairing and two in the lowers. Thank you!

I apologize, no the B52 won't work with 4 speakers. I keep thinking you're wanting fairing only.
I've not heard fairing and lowers with the Kappas in all four spots.
I've seen Tailwind endorsing the Rockville coaxs and the stinger spx700x4. I'll bet it's a decent setup if he's recommending it. I've not seen inside a 2000 EG fairing but that stinger is pretty small.

With the B54, will it be enough for 4 kappas? or is there a better option for the lowers?

Here is another option for the amp, plenty of power, will fit and right at your price point:

Jake, I think A PA (pro audio) speaker like M Mat 601 or PRV (not sure of model #) or DD VO (takes a little work to get them to fit) Is what most knowledgeable guys put in their lowers. The volume produced from a PA type speaker is advantageous in that location!

Maybe take a look at this video I know it's not exactly what you're looking for, but it's a budget set up for sure. Your fairings should be similar so maybe a PN1000.4 will fit? Then maybe 4 Rockville RM64PROs and the audiopipe horns?

Last question....The pn4.520D is 130W RMS x 4 @ 2 Ohms and the Kappas are only 75 watts rms. In theory wouldn't this amp power 4 kappas then, or am I looking at this completely wrong. Thank you again for all your help
