That being the case it looks like you will need six amplified channels to balance everything out. To keep FM I don't know how you could do that for under a grand. I think Bates had a setup similar to what you are looking to do at one time. Maybe he can give you some recommendations for your budget.
1 Soundstream PN4 1000d amp $130.
4 Timpiano 6.5 slims speakers for lowers and rear pods $120. (loud and good lows but harsh on the highs, which can be tuned out with the DSP)
1 Dayton Audio DSP $180 w/bluetooth. or Rockford Fosgate DSR1 $250.
that leaves $500. - $570. for a good set of fairing speaks plus wiring, RCA's etc.
Run the 4 Timpiano's parallel on the rear channels and the fairing speaks on the fronts.

Alton If you want to start out simple and see how you like it you could just follow everything Ndfastin listed minus the DSP and see how you like it. The DSP is nice but it can be overwhelming for folks starting out. You will lose a bit of FM reception but if you live in or near a city you still may pick up enough to get you by. The one sticking point with that build may be that you when you balance the fairing speakers and lowers to blend well you probably won't hear the rear pod speakers much. You will get so much sound from the front stage due to the addition of the lowers that you may not miss the pods that much.
Another option could be to put the four front speakers on the fairing amp one per channel and have that amp on the front two outputs of your head unit (you could balance out the fairing and lowers by putting a cheap RCA level control on the faring channel) and get a smaller micro amp to power the rear pods and feed it with the rear preamp outputs of your head unit. That is sort of what I have now. I can fade between the front speakers and rears at will with the thumb fader control.
Just spitballing...

A couple weeks ago I went to a swap meet/clearance sale at the local Harley dealer and I picked up a brand new hogtunes 7 fairing lower speaker kit. Model fl-7w. I got them for $100 figured why not thats more then half off. Would they be a decent speaker for my lowers ? I know I need an amp to push them.

So I think Ive decided that for now Im going to focus on the fairing and lower fairing speakers. So from what I understand Im going to need one 4 channel amp to run those four speakers . So basically I need to figure out what speakers to get and what kind of amp. Id like to keep the fm radio if at all possible. So Im assuming Im going to need an expensive amp to cut back on the interference. Someone had suggested Rockford fosgate amp And speakers....any thoughts?

id look for opinions on the sound digital 800.4 amp, Hertz HCX 165 in the fairing and hertz sv165 in the lowers.
from most of my reading here all those pieces get very good reviews and would give you a very good system start.
the waters are getting muddy here but if you listen to the likes of bates, travelingypse, tailwind etc. (The ones that know what they are talking about is obvious). They’ll steer you right.
