When Spotify cuts out, do you hear the Nav prompts?
If so, it's normal but you can turn off the prompts.
If it cuts out and you hear nothing, do you ever hear Nav prompts?
If not, then the volume on Nav prompts is on mute or low volume.
Each mode on the HD radio uses a separate volume control. They are adjusted when in that mode. When Spotify cuts out, raise the volume. I'll be willing to bet you'll hear Nav prompts.
