I wouldn't worry about who Rockford approves it's kind of an idiot proof deal to flash a bike. Any indy shop with a techno research can flash the Rockford flash it's literally a drop-down menu.

Dealer says after because that’s how the factory HD systems work.
Rockford says after because that is easier since the gains will have to be set after the flash is done due to change in output voltage from hu.
Either way makes no difference. Just reset gains after flash and don’t turn it up until flash and reset is done.
