With your budget, you could go with DSP150.4D, CH65's in front fairing, CX65's in rear pods, and CX65's in the lowers. Just from a personal standpoint, I would not run speakers in the bags. Strictly my opinion, but the 6x9's in the bags sound great in the parking lot, but become irrelevant when moving 50+.

I would recommend searching for a local audio dealer that specializes in motorcycle audio and talk to them about what they like\recommend & maybe even have them install it.
I have Mmats 6x9 in my bags and I can hear them at 50MPH @ 65 the front stage takes over but if i turn the fairing speakers down the 6X9's are still there.

Depends on the setup. For my money I would add speakers to the lowers - if you have them, way before adding anything to the saddlebags.

I did the new M5 rockford fosgate kits made for Harley. Very satisfied for the money. I have the RGL with 2 fairing and 2 tourpak speakers. They make kits for all harley touring configurations. Waterproof and direct fit with no adapters needed. The 800w x 4 ch has presets for the configurations from the factory, just need their flash for the head unit.
