I need some opinions/help trying to figure out what exactly is needed. I have a 2018 street glide special. All stock audio. I'm wanting to change the fairing speakers and add speakers to my lids and horns. I'd say my budget is around 2500$.
I was going to order 2x yellow baskets and 2x 8in midwoofer yellows and 2x hertz t25 horns but figured I'd ask and get some expertise here. What all else is needed ? What amps ? A radio flash ? Or aftermarket? A dsp? A line in? Different speaker setup? Total rookie when it comes to audio.

A few questions.
Are you wanting to add 8" lids the have horn openings? If so, what lids are you looking to get?
Are you wanting to add horns and mid range to the fairing or just yellow basket coax?
If you are keeping the stock boom head unit, it will need to be flashed. RF, Soundz or 8/2 flash are the best. You will need a dsp to tune the entire setup. The amps (yes more than 1 amp) you need will be determined by exactly what speakers you get.
Are you planning on adding lowers in the future? If so then amp strategy will change.
If you go with the yellow basket coax in the front and in the rear, then you can do it with 1 amp. A 1200.4 evox 4 ohm will do it and provide app. 200w to each speaker. If you go with coax up front and mids/horns in the rear then you will need a small amp to run the horns. Same if you go mids and horns up front. Horns don't need much power 75-150w depending on the horn you use and require a dsp to band pass tune them. Same with the mid range speakers.
Look into Diamond amps. That's what I use and they fit great in fairing and have low RF so they don't interfere with your head unit reception like others do.
They are also very good at dissipating heat in the small fairing space.

You could run GZ 6.5 and GZ 8's coax. That would be an easy install and sound good with SD1200.4 EVOX. I myself could careless about FM I use a Memory stick or stream.
I already have lids bought. They are the twisted 8 lids . I have yet to purchase any speakers, but from what I've read the gzs are great. I was looking at 2 Ground Zero 6.5" Coax GZCF 6.5SPL for the fairing and 2 Ground Zero 8" GZCK 200XSPL and 2 horns for my bag lids. I will not be adding lowers ever. In not against adding mids and horns to the fairing and doing a 4 speaker 4 horn setup. Is this even a good setup ? Or are there way better setups for the same price ?
As far as HU and amps and etc, I'm just trying to stay around a 2500$ budget. What horns are good ? I was looking at herts t25 or the diamond m075t shallow mount horns?

Both of those horns are good. The HU will need flashed. You will need a dsp to tune and in my opinion 2 amps. A 1200.4 4 ohm to run the coax up front and 8" in the lids. A small amp like a nvx vadm4 to run the horns. Another option is if those twisted 8 lids dont have the holes for the horns drilled yet then leave them alone and you can run a set of yellow basket 8 coax in the lids off the 1200.4 alone.
