Low budget means different things to different ppl. You should come up with a dollar amount you're comfortable spending.
But...
You could do an SD 400.4evox amp for around 220 and a pair of mmats cx speakers for 220/pair
That's one option.
You'll need an amp wiring kit for about 30 bucks and have your radio flashed for another 50 bucks or so.
[QUOTE=teedoff65;20654109]Not sure you'll find a marine grade class D amp that will fit in your fairing for 100 bucks or less.
You can get the SS PN4 520D for 130....that might be as cheap as it goes. Good amp and will fit.
Keep in mind....MANY class D amps will kill your FM reception.[/Q

17 right? SO the stock radio?
Yes you need to flash the radio to remove the terrible EQ harley puts in them.
Some dealerships will flash it for you...I paid 50 bucks at a dealership. Many wont now unless you're using their HD/RF brand stuff. But any car audio shop should be able to flash it.
Yes I mentioned the amp kit above for around 30 bucks.
