Not. You can go up to 7-1/4" speakers in your batwing with adapters, just as easily as the 6-1/2". http://www.jmcorp.com/ProductDetail....D=HCSK-7252GTM. You can also get their amp, which is small and easily fits on top of your factory head unit. Between the speakers and amp you'd be a little over your budget though. I wouldn't buy directly from J & M if I were you though, as you can get it cheaper from a third party like Dr. V-Twin. They saved me about 200.00 on this set-up over buying it directly from J & M. I personally would go with their amp again (250 watts, 125 per channel), but I'd get different speakers, like polk or a few others out there.
Your options for good speakers decrease exponentially when you start trying to find a quality 7-1/4" speaker. And again, I said the 6.5" speakers were the "most common" upgrade, not the largest.

Alpine makes a nice component 6.5 I just don't remember if it's marine rated or not. If memory serves Kicker also has a nice component 6.5" set available.
I would look at biketronics.com. They seem to have everything you are looking for. I have talked to a few guys and they have nothing but good things to say about them. I personally have no experience with biketronics but this winter I am going to put in there FLHX complete system. That system is $500 before shipping and taxes. Just a thought.
I also have 6.5" speakers/adapters on my batwing. That said, you certainly have to lose some sound/efficiency with 6.5"/7.25" adapters as you're still pushing the sound thru a 5.25" opening. I noticed a little gain in sound fullness from 5.25" > 6.5" speakers (same brand). I will probably be ordering some Polk Dxi650's today for my RNR speaker lids.

I'm wanting to upgrade my '12 Street Glide's audio. I'm fine with the deck, but definitely want to add an amp and new speakers to the front. I'm not interested at this point in adding lowers w/speakers or lid speakers to the bags.
Specifically, I'm wondering how big I can go with these speakers and still fit the 5.25" opening and if I go bigger, where do I find adapters?
Secondly, in looking at amps, I'm like something small, probably in the 150-250 watt range, that can easily be hidden/mounted in the fairing.

The beauty about J&M rokers are the 7.25" speakers and its all engineered to fit easily. all plug and play harnesses, nothing for you to customize.

UPDATE: I appreciate all the responses. Since my original post, I've installed Infinity Reference 6032CFs with the 6.5" adapter rings. The price was right on those speakers and they sounded very clear. I also lined the inside of the fairing with audio mat and installed a Rockford Fosgate PBR300x2. I was quite happy with the sound quality until Sunday morning. I had the AVC turned on and the music already somewhat loud when I cracked it wide open on a country road and the AVC immediately blew the Infinity 6.5s. Obviously, I am now looking for a new set of 6.5's that will be capable of handling a lot more power. Definitely looking at the Polk Audio MM651's, but even those aren't rated for the kind of power that the PBR300x2 is capable of putting out. Those of you running the Polks with that amp, have you had any trouble?
Be advised that in most situations, underpowering a speaker (clipping over time) will damage it more so than overpowering. But having the full rated power of an amp going into a speaker acutely (high output/short time period) will kill it too. That was more operator error than speaker deficiency.
