I have a 2012 ultra, first bike with a radio system, first dresser. I need more sound I ride with a bunch of guys and some times its hard to hear the radio. I want a plug and play system, just bolt in no mods if possable. I was looking at the hog tunes but afraid it wont give me enough sound. Tell me if there is a good package for all four speakers and amp, or what speakers and amp you would suggest.

this combo will set you back approx $450 depending on where you get the componenets. Do a search on google for the best pricing.
The amp will fit on top of the radio inside the fairing provded the CB module is removed or relocated below the radio. If you relocate it, you'll need a bracket to do so and here is one from Scott Ezzell but there are also others out there. If you get rid of it, you won't need the bracket.
