Default accelerator pump

I have a 1988 fxrt with a cv carb I noticed it was running rich so this winter I went through it and put a cv carb kit in it. It still ran rich. so I set it up with the air filter off and fired it up warmed it up. with the enrichment valve closed and idle mix screwed almost all the way in still rich. looking at the carb inlet it is wet with gas, with a flashlight I could see fuel dribbling out of the accelerator pump shooter, raised rpm and had a pretty good flow out of it. Took carb apart lowered float level put together and same result. Any help, advice, opinions will be appreciated.
When I was drag racing I would set a carb to do this deliberately for the needed extra fuel off the line, but this is not the case here.

I'd replace the accelerator pump diaphragm and oring. It shouldn't pull fuel from there after the initial squirt when you twist the throttle. Check ball stuck I believe as well. Take the bowl off and shake it you can hear the check ball rattle is clean the bowl good and the accelerator circuit while the bowl is off
