So after like a year of other problems I finally solved now I notice when I spin the throttle very little gas goes through the accel jet and when I release it mostly comes out the hole for the pump lever.
I figure I can just buy a carb rebuild kit and that should solve it up good. However, I have the 44mm SE CV carb and all I see is stuff for 883's or the 40mm. Although my assumption with playing on that carb for so many years now it seems to be identical to the 40mm in every way just a slightly larger bore. So would this kit from Amazon work?
Rebuild it. The ethanol deteriorates the rubber diaphragm.

I didn't get that from your post sorry. But there are rebuild kits everywhere not just Harley, hell for the most part dealers don't even work on older bikes anymore.
