The reason most aftermarket carbs are "better" than a CV40 is because they are bigger, you can't say an HSR42 is a better carb, just that it is bigger and therefore will increase power. If you had a CV42, you would notice a similar improvement.
All this "EPA Compliant" stuff about CV40's only applies to the sealed mixture screw (easily uncovered), the way the carb works is not in any way to do with emissions compliance, it's just a vacuum operated slide, and they have been around longer than the EPA.
If you want a CV to produce more power, you need to replace it with a bigger carb but because of how they work, there isn't much you can do to get more power from the actual carb. You need cams and stuff to get more power (or a bigger carby)
