Valve stem oil seals

Default Valve stem oil seals
Hi, I have just bought some valve stem oil seals from J&P for my 1985 Sportster. They are an alluminium tube about 3/8" long with a seal at one end. When I push them onto the valve stems until the tube rests on the top of the guide the seal is only about 1/16" from the groove for the keepers.
Am I installing them wrongly or have I got the wrong seals?
Steve , frustrated engine rebuilder.
