All any rub on is going to do is make it better maybe for awhile . Take it off and paint it . Easy to do be done with it.

When I bought my '09 RG 6 years ago the whole inner fairing was like that. I tried a lot of different products that I use when I detail cars, non worked. Talked to auto geek and they told me that the inner fairing is a different type of plastic then what is on cars. I never tried the harley stuff.
I changed or altered almost every part of that bike and one of the best mods was getting the inner fairing painted. The plain plastic will never look as good as if it was painted, no matter what product you use. Best bet - get it painted to match your bikes color. It makes it complete

Agree with painting. That inner fairing weathers and ages. And in certain spots develops a mottled texture you can’t remove. The HD stuff works well to blacken it up but it just a bandaid. A pretty good bandaid but still a bandaid.

As mentioned earlier ...nothing will "rejuvenate" that oxidization ... Replace or repaint :<(

Heat can work but I think there is a fine line between it working and the plastic melting.

restoring plastic is an art form in and of itself....some great products for that

I think that in a way, the chems you can use 'melt' the surface briefly, then dry with deeper darker original color
