Default New Wheel Spots?

I have an ' 08 Ultra with the standard, mag style (non-spoked) wheel. It has some white looking spots, etching marks all around the wheel on the aluminum. Oddly, it isn't on the side of the aluminum though, just the part facing the center of the axle. I've tried Mother's Mag Wheel cleaner, washing with Meguiars car wash, etc. It won't budge. Any ideas what it is and how to clean it off? The dealer suggests "I must've done something to it". I understand these are not clear coated either. The bike has 850 miles.

It's called oxidation, it's alum's form of rust. Exposing bare alum to brake dust and road salts speeds up the process. You might remove it with semichrome polish and lots of scrubbing, but more than likely you will have to wet sand with 2000 or 1200 to get it out, then polish. If they are really bad, you may have to start with 320 then 400 then high quality buffing wheels and compounds.
Best thing to do is keep them clean all the time, and use a good marine wax like they sell at boat stores or if you got lots of money Zoop seal them. Better yet, get them chromed.
