I was shining her up today getting ready for summer when i got to the rear wheel disc brake side there is all this grime built up. I tried washing and scrubing but it won't come off.`will regular alumnum polish and steel wool + elbow grease get this clean for me?
Yes, but just be careful on what type of steel wool you use. Don't use something too abrasive and scratch it up.

Go to any of your local auto stores that sell car care products, and you'll find one. One of those attached to an electric drill and some aluminum polish and your wheel will look better than new.
=1 on the shout, gets the brake dust and road grime off pretty good. Also use a small scrub brush on the aluminum to get the dust or grime out ofit. Something like a scrub brush for pots/pans or a baby's bottle brush.

I had pretty good luck cleaning off brake dust with a Mr. Clean Magic Eraser. The texture of the wheel eats it up, so you'll only get one use out of it.
Joe K. suggested using Shout a few months ago and I tried it out, it works GREAT. I have to add, however, that my wheels were not built up with grime to the point something else would not have worked.
The more you rub it the shinier it gets though, so that is a plus if it takes you a while
