Another thing that works well is to get the pipes nice and hot, and use a popsicle stick to scrape it off. I have always been nervous about the steel wool idea, even though I know it won't scratch, I just can't bring myself to try.
One thing to AVOID - someone told a friend of mine to use Easy Off oven cleaner. Although this will remove the melted stuff on the pipes, as soon as the overspray hits your paint, it's going to burn it. If you spray Easy Off on hot pipes, it vaporizes into dangerous steam, which eats paint. My friend John found that out the hard way, so don't make the same mistake.

I've always used oven cleaner. Let the pipes cool some, or better yet, use the cold-type oven cleaner. I'll put something behind the pipe to keep overspray from hitting any aluminum or paint. Then spray the cleaner on, let it set for a few minutes, and wipe it off with a rag. No chance of scratching the chrome.
Of course on my bike, the pipes are high-heat flat black and wrapped with exhaust wrap, so there ain't no melted marks of any kind to see.
