Try EASY OFF OVEN CLEANER. Spray on heat pipes up wipe off with 0000 steel wool with a cleaner /polish. Be sure to keep the steel wool moist with cleaner/polish as your removing the cover material.

If you use the easy off tip, well, it can mess up your whole bike. IT can work. But you need to take a short stroll down the street where there are no cars or bikes sitting, and saturate a rag with this, and then bring it back and put it on your pipes.
