It probably is the pet **** diaphram or the vacuum line. Both are easy fixes

I am pretty sure it does...my '01 SG has the same setup with an internal filter as part of the petcock assembly according to my manual but ya gotta empty the tank and take out the valve to clean or replace it...

Not expensive to replace yourself if the valve is bad...

Kutter HD prices
61338-02 new valve body $30
62170-02 replacement filter $4.07

Answered my own question. The problem was that my battery was low or dead and I couldn't get enough vacum to get fuel to carb. I used starter fluid to get bike started after charging battery for a bit after bike got started it had enough compression to push fuel out of petcock to carb. All was well after that

Something sounds weird here...there should be enough fuel left in the carb bowl to fire the engine even if the battery is down around 9 volts during the start cycle. And, even if the engine turned over at all, there will enough vacuum coming from the engine to open the valve and fill the bowl even if the volts are too low for the firing system to work.

I am thinking that you may still have an intermittent problem with the valve or your fuel filter is dirty...with a dirty filter, you usually do not see a problem until the fuel level gets low. In either case, if you have an intermittent problem or dirty fuel filter, you will know soon enough.
