Do it yourself and go buy a bunch of beer with the savings.

Not surprised at the $400 quote. I was quoted $380 by my local dealership. Ended up doing it myself. Took about 2 and a half hours. That is including the extended cables and brake line. Have a case of beer and take it slow. Not a very difficult install. Just don't drop that brass piece out of the right side switch housing. It's a pain to find if it falls out.

I am not trying to call you out, but I am a damn good mechanic with many years of experience under my belt, and I am having difficulty believing anyone can change the handle bars on any Harley, including cables, switch housings, grips, extending wiring, and replacing the brake line and bleeding the brake in 150 minutes...while drinking...and do a job worth a ****...if you can do this as you claim, then you are one hell of a tech and I tip my hat to you...just say'n...

Hell, it took me close to an hour just to bleed the brake line!

You can call me out if you want, not gonna hurt my feelings.
I can't say it was exactly 2 and a half hours, but it was somewhere around that. Could have been closer to 3. I didn't time it.
This was external wiring on a set of Biltwell risers and bars. Changing over the switch housings wasn't that bad because there was no wiring to extend, just swapped over. Had my uncle there to help bleed the brakes and hold the tank up while I ran the cables to the tb. That and the cable adjustment was the biggest p.i.t.a, IMO. Plus the lift and my tools from when I was a tech at a dealership helped out. Harley wanted 3.5 hours of labor to do it, and when was the last time you didn't hear them pad the time a little?
