Default For lowering properly go Progressive 100%

Just finished lowering a 2008 Fat Bob. 1" of lowering makes a HUGE difference. I have a 28" inseam and the 1" lowering is the difference between standing on your toes at stops and flat footing it. I haven't noticed any appreciable difference in cornering clearances and I ride fairly aggressively. Haven't dragged anything yet.

The best bang for the buck I found was on Amazon with Progressive 430 Shocks 1" shorter Than OEM and the matching front end lowering kit which is good for a 1" (or 2") lowering solution. $360 & $97 respectively for the most widely sold brand. They're the best buy I could find anywhere.

NOTE: on the front end lowering kit they can cut the METAL OEM 2" spacer in half rather than use a piece of PVC. The factory uses METAL right. It only makes sense.

NOTE 2: Be judicious on the pre-load for the front end. Low body weight can make a front end very stiff. Let the suspension absorb the shock, not the rider.

Another not so obvious lowering technique is to invest in a good quality low slung seat. I'd recommend a Corbin.

Exactly! Yes, they are made by Progressive. Have the kit on my SB and love it.
