I put a great deal of time and a little money into my bag conversion, didn't use either kit so I can't help you with the choice. But I did want to put this out there for you and others that are worried about the space between the bags and the fender. I got my bags as close as I could with the way I mounted them, which still left me a decent gap. I ordered some fiberglass filler plates from badassglass.us (link below) and trimmed them down to fit my setup, farely easy and really cleaned up the rear.
Its a klockwerks pre 08' touring 180 wide tire kit fender. Klockwerks discontinued this fender, however when I purchased it from them last spring, it was one of the two they had sitting on the shelf. It was offered with a 2" and a 6" stretch, mine is the 2", 6" would be gret for someone trying to put extended bags on their bike. Call them or send them an email, they should be able to at least tell you some venders that might have one if they don't. I can tell you this, I had to fill all the holes on the fender and create my own. I would recommend welding a nut to the inside of the fender for the seat bolt, would be much easier then using the HD attachment piece like I used, the fender is a tad bit thicker then the stock HD fender. Good luck on your search.
Also, I do believe the fender came in at 8.25" wide. I will do some searching online and see if I can find one.
