To the O.P. yes those are wheel weights and yes you can have them ordered in black from HD which is what those are. If you're worried about it go ride it at about 55 - 65mph should be about the most common speed you'll pick up a shimmy (which it probably will). Take it back to the dealer and make them balance it. Tell them you're coming and you'll wait. If they have half-decent customer service they'll just squeeze you in and shouldn't take but 20 minutes TOPS. This is warranty work. OR just slap them back on and hope they stay this time but that's doubtful.

The Jap dealer who did the rear tire on my wife's WG used chrome weights on a black rim. Guess they thought she needed more chrome cause it was a Harley....
Actually HD keeps black, chrome, silver in stock, at most dealerships.
I went to the shop and you all are right, never noticed it before now. All the years of riding I have never paid enough attention to notice that the weights are on strips to be used as is.
I keep weights on hand just in case and the ones I get are on strips but you have to pull each weight off and install one at a time.
