My piggy-back tuner failed this weekend so I stripped it off and plugged everything back and bike runs better than ever with little to no de-cel pop. Confused I called a local HD shop and tech told me that it's possible the ECM may adjusted itself to adjust to the absent tuner...huh? Is this possible? I love the way the bike runs so I think I'll leave well enough alone.

yes, the fuel injected bikes are constantly tweaking the AFR and timing even with no aftermarket tuning or tuner. The ECM basically checks its sensors against a set range of tables by running algorithms and makes the proper adjustments to compensate for more or less air entering the throttle body, Thus why fuel injected engines are preferred for varying altitudes.

very possible they bike may run great if you only have exhaust, intake or both. You just may not be getting the absolute most out of them as far as HP and TQ go.

This is all true. The main area of concern when running a modded engine without a tune is the open loop area of the map. Theoretically with enough time the close loop area(idle through cruising rpm and throttle position) will learn a good basic tune for that area, but won't always learn some necessary areas for certain combos.

Open loop is the main area of concern(high throttle areas). This is where the ECM isn't even looking at O2 sensors, so it can't completely adjust or correct the factory tune for your upgrades.

In a nut shell; as I understand it, over time the bike may be able to learn your upgrades in the lower end and power setting, but won't be able to compensate in the top end/ power settings and may run lean up there.
